When the Drzyr fought the first Custodian centuries ago, we faced a threat unlike any we had ever faced. The Custodian was intelligent, fast, and hyper-efficient. To defeat it, we had to be more so.

If you miss even one shot, its the same bonus as wind hollow circlet (12%) with less of a bonus if you reload early.
Just use the wind hollow, or for a bit less reload, the gunslingers ring (10%)

Pretty good on Handler and/or Summoner, since your summons contribute to the Blackout Ring's stacks. On the off chance that you *gasp* miss, you'll probably still get a full 15% reload speed bonus.

Found in Dark Conduit, same method to get it as the one in Void Vessel Facility
Found in the void vessel facility. there's a red locked door that you can't access but you can see the item behind glass. near it is a small room that you can break the objects and get into a vent. once you get through the vent you climb up a ladder and there's a item in there as well. before dropping down at the end there is a small hole you can aim through and shoot an electric barrel. this powers the door and opens it for you to go through
