Seems bugged for me and the effect just refreshes instead of stacking

Can actually spawn in any of the dungeon on yaesha it seems. I just got mine in The Chimney
Odd thing about this ring: when it says "entering water", it actually means "touching anything that resembles liquid" as it can even give you stacks from stepping into random puddles of wet goop on pretty much any planet, making it extremely easy to benefit from the 30% speed boost in wet areas (literally 50% of the game).
Odd thing number 2: while touch liquids, you gain a stack, keep any stacks you already have, but do not continuously gain stacks as one might think.
Conclusion: way better ring than any iteration of Fromsoft's gimmicky swamp traversal Mcguffins.
