The math on this just doesn't work at all
with leto's mark II you have 80 encumberance, 0.2% (.002) of 80 is a tiny 0.16% increase in melee damage
either this is completely useless, or the description should read
"increases melee damage by 0.2 per 1 point of armor encumbrance (remove the percent symbol)"

Straight up worse than Fae Warrior Ring in most situations.
Fae Warrior Ring: 15% Melee Damage, No conditions
To match this ring, a character would need to have 75 encumbrance, fat rolling. now it's usable but not great when you consider that items that are good with heavy armor REDUCE ENCUMBRANCE, rather than increasing the bracket for that type of roll. thus there is no good way to take advantage of this ring while still having a good roll type(to my knowledge).
Thus, if you want to use it, evolve, embrace futility and transcend your physical form, become grayscale, expand your chin, become that chad you were meant to be.

then use other items like Dying Ember for life steal, so you don't die. The Strat is simple, walk up to target, hit it until it dies, refuse to elaborate, leave.
Is it good? debatable.
Is it worth the effort? Maybe.
Is it funny? absolutely.

Challenger passive works against this despite it being meant for it?
Found in Ashen Wasteland just before the second world shard. Climb through a train car in the North-West corner of the area.
Equip full Realmwalker set for maximum effectiveness.
