This should be a buff while summons are out then maybe something extra while when actually summoning. There are just so many constant effect damage amulet's that take way less input that offer similar damage (Shaed Bloom, Stalker's Brand, Ankh of Power, Necklace of Supremacy) or

Even Jester's Bell that has half the buff length but works on all skills and mods and increases mod and skill cast speed which can be great for summoners

That being said Soul Anchor has a fairly high flat damage buff that lasts a relatively long time

        Handler:
While I'm sure it WOULD be effective if you could summon/dismiss dog, because it buffs on "summon-ing-" and dog is constant, except maybe 0.5 seconds between areas or something or some period after her dies and respawns eventually? either way, it's not a flat 20% increase for handler, virtually none, if only considering dog. DOES work on bulwark ring however, as that one is based off Summon-s- NOT Summon-ing-.

The following all interact with the amulet:

          Summoner's minions
          Handler's dog companion
          Engineer's turret
          Familiar weapon mod
          Rootlash weapon mod
          Space Crabs weapon mod
