Jester is an NPC in Remnant 2. Jester can be found in Beatific Palace, over a pile of bones, he gives players the Magic Quill. NPCs in Remnant 2 interact with players in different ways and, depending on the player's choices, may be passive or hostile, or even give them rewards.

Jester can be found near the end of the zone, he is sitting on a pile of Bones.
Remnant 2 Jester Interactions
Jester once approached and interacted with, stands up and gives the player a juggling performance. Once the performance is over, Jester will extend the Magic Quill towards the player. The Magic Quill grants players the ability to advance forward by creating portals on ornated walls. that can be found throughout Beatific Palace
Using the clap emote while the Jester is performing their juggling grants the player the Jester's Bell item.

The quill he gives at the end of the performance never went into my inventory. Am I screwed?

If you look away during the performance the jester gets upset and won’t give you quill. You have to watch the whole thing.

I used the clap and cheer emotes during the performance and received the "Jesters Bell" amulet.

If you go to where the Jester spawned in the Malefic Palace (Not the Card Jester) sitting on the pile of bones will be the Shaed Bloom Necklace

You can clap for him by holding down the Ping button on Mouse and Keyboard. The emote/gesture control isnt mentioned anywhere at all for M&K players, so here it is. || The Jester's bell, btw, is a Necklace slot item that increases Mod and Skill Cast Speed by 35%. Casting a Skill or Mod also increases all damage by 20% for 15 seconds.

This is one of the most well designed in-game scenes of this generation. I was legitimately smiling ear-to-ear when I found this charming lil skull juggler.
