      Tested. Pretty underwhelming.

      Drawbacks:
      1. You need to complete that 4-shot sequence (3 consecutive weakspot (WS) shots then 1 buffed weakspot shot) to even get your damage increase.
If any of these 4 consecutive shots miss WS, you lose all the bonuses.
Miss your WS during 3 consecutive - no bonus for you, start accumulating from the begining.
Miss your WS after 3 consecutive - still no bonus on your next WS.
      2. This WS bonus adds up to your base WS bonus on weapon + stats, so it won't even be a 40% increase from your current WS shots.
      And calculation is kinda weird.

Tested it with different weapons with no base WS bonus (no hunter class or +weakspot items) in shooting range, with level 0 mutator
(my tested weapons have different levels hence different base damage but percentage difference still stands).

      Huntmaster (base WS 110%):
      Bodyshot 157, WS 329 (329/157 = 2.1, +110% checks out), 4th WS shot - 376 (376/157 = 2.4, +140%)
      Overall dps increase: (329*3 + 376)/(329*4) = 1.0357 (3.6%)

      Crescent Moon (base WS 70%)
      Bodyshot 146, WS 248 (248/146 = 1.7, +70% checks out), 4th WS shot - 284 (284/146 = 1.945, +95%)
      Overall dps increase: (248*3 + 284)/(248*4) = 1.036 (3.6%)

      Blackmaw (base WS 100%)
      Bodyshot 24, WS 48 (48/24 = 2, +100% checks out), 4th WS shot - 54 (54/24 = 2.25, +125%)
      Overall dps increase: (48*3 + 54)/(48*4) = 1.03125 (3.1%)

      Mercyless (base WS 100%)
      Bodyshot 18, WS 36 (+100% checks out), 4th WS shot - 42 (42/18 = 2.3333, +133%)
      Overall dps increase: (36*3 + 42)/(36*4) = 1.04166 (4.2%)

Not sure why 4th WS shot increase varies so much for different weapons having similar base WS bonus.
Maybe mutator is bugged, or devs added some hidden coeff to account for different weapon types, RPS and magazine size.

But anyway dps increase is not that significant given how restrictive this mutator usage is.
Can't extrapolate how much it would add at max level mutator, since I couldn't see clear formula for different weapons.

      Pros:
      1. At least I didn't notice that shot counter runs out: you can shoot 3 shots, then after some time do your 4th buffed weakspot shot.
      2. Level 10 bonus (permanent +15 critchance on WS) is solid.
