The description of this mutator makes zero sense to me. How can it increase the status effect duration by a certain amount? (10% - 30%) Yet not exceed the original duration?
What am I not understanding about this?

I knew there was a reason she shows up with a yellow crosshair, first time I didn't shoot but good boy attacked her, second time I sat there like a sniper ready to make some iron flavored pink mist but she just looped for 5 minutes and I gave up thinking I was in fact NOT onto something.

To anyone worried they missed it, you CAN get it if you've killed her before, no need to reroll.
Simply return to the cave after resting and the witch performing ritual will be there again.

I still don't really understand when the ritual is complete, before I knew about this Mutator I watched her the first time on my blind playthrough and the ritual seems to be essentially looping so I assumed it doesn't actually end.
Now that I re-did it knowing it can end, it still seems to be looping forever?
I've no idea how hard this is to actually trigger, but I've been standing looking at her for few minutes probably then started slowly approaching crouched, when I got close enough (or it may have been a coincidence) suddenly she completed the ritual.

This is my speculation and possibly not actually a requirement, but I think you need to watch her really close by, and just seeing and hearing her isn't enough despite you being able to hear her loud and clear as soon as you get close enough to trigger her ritual.

in the area where you get the effigy that unlocks the new class, watch the ritual the witch is doing until the end.
