Slightly more base damage and a smidge more crit chance compared to the scrap hatchet, but has less stagger. If you like the axe moveset your choices as of now are pretty limited; with the only other option being the Krell Axe, which is objectively better in almost every regard since it can be thrown and has an intrinsic status effect.
But if you don't care for the Krell and still want an axe I'd probably pick this over the scrap hatchet simply because the damage on the chopper is better comparatively. It also just looks cleaner/better imo.
The running axe attack is my personal favorite since the angle lines up nicely for aiming for the head on most humanoid shaped enemies. I once got a headshot crit on a random Dran in Losomn and his head exploded and that was honestly good enough reason for me to stick with this weapon for the rest of that campaign playthrough.

is it just me or they just forgot to add physics to the cloth at the handle?

Equipping this allows you to kill the captive Dran in the cages above, but I’m not sure to what end.
