Clockwork Pinion is a Quest Item in Remnant 2. Quest Items are used to unlock or advanced through certain quests or main story quests, as well as unlocking and discovering certain areas. Key Items are specifically found in specific areas of a Location, given by NPCs or looted from Enemies and Bosses.

After visiting Lemark District, get back to Hewdas Clock head north to find the Clock Tower. There is a checkpoint just outside the clock tower called Hewdas Clock.
You can also open the heavy double-sided Iron Door, from this side, unlocking a shortcut from the first Checkpoint.
Inside the clock tower, there is an elevator, that is currently not working. You have to climb up from the outside, by passing through the windows.
You may find some Fae enemies. There are also some chests to find materials and loot. As you climb up, you will find a few more letters telling the story about the clock tower. Once you reach the end of the Clock Tower, there is a chest there that contains the Timekeeper's Jewel and Cracked Stamina Cost. There is a small switch near the chest, use it to activate the elevator.
You can interact with the big machinery, but you need to have the Clockwork Pinion in order to activate it.
To obtain it, you have to input the time the Clock Tower is displaying on a clock found on Lemark District.
Head back to Lemark District and interact with the door on the table in the room full of clocks and insert the time the Clock Tower is displaying which is always 11:17
After you insert the Clockwork Pinion, you can interact with the handle, thus restarting the clock, and a material will fall from one of the clock hands called Broken Timepiece.

You can get multiple pinion in coop, my friend and I picked it up at the same time, we had two pinion in our respective inventory, after doing the tower it removed one of each inventory, so every player had one left.

in Lemark District, left to the Quest clock, there was a clock showing the exact time you need to input. It´s one of the clock that´s easily readable next to the quest clock

Possible bug or something I'm missing but I retrieved the Clockwork Pinion before visiting the clocktower for the first time. I explored around the base of the tower and came back much later to climb it only to find the clockwork pinion was no longer in my inventory. I did not use/sell it or anything of the sort and I can see the broken timepiece sitting on the clock hand that I cannot retrieve because I lack the required key item to start the clock again. I tried going back to where you get the pinion and it cannot be interacted with again.
Fun fact: The tune that plays on the clock when releasing the pinion are the first few bars to the chorus of Meatloaf's - I'd Do Anything for Love.
