Cipher Rod can be found in The Labyrinth
From Fractured Ingress, Go to the left to this portal and wait until it shows the scenery seen in the following image. Once it does, go through it.
You will fall on a bridge and move forward to the next area.
You will reach an area with enemies in which you can find the Cipher Rod at the base of a statue.

Hey everyone! The Portal in question cycles through 5 different places. Make sure you jump at the right one! Also one of them you have to time it with the object in the middle-which is another gate you'll fall through.

My friend's world doesn't have this, same for the labyrinth staff. I had him restart his game but that did nothing. Sad that he's missing out on one of the best guns

It did not show up there for me. The staff was also missing.
Once that portal scene appears count to about 2.5 seconds. 3 seconds might be a touch too late. There's an invisible bridge that appears at the right moment
