          Found it in an open world tower in Timeless Horizon. Went up an elevator and found it near a statue that looks like the ones that hold seeker keys.

            So it seems you can get this thing multiple times without having anything else to do with it, other than sell. It's a nice 750 scrap, so it's not the worst thing, I guess. Just a bit confusing.
