Ro'thinderahenwalt is inspecting the ancient mural, interact with him and talk to him many times. First to gain access to his shop, and then second, to be able to ask him questions regarding what he is doing.

If the player doesn't interact with him, but interacts all throughout and then after the main quest of Yaesha completion (be it by killing the boss or otherwise), he will sell the Burden of the Mesmer at a greatly discounted price.
