It says can be bought from whispers after beating the campaign, I've done this but still nothing. Is it a bug or just false information? Curious if anyone else is aware or maybe a different criteria

This is the set I used for almost the entirety of my Remnant: From the Ashes playthrough, dlc's included. The set bonus was just way too good (+damage or +defense), and could be used with almost any build.
This set makes your character look like they have some serious hips and I think that's an upside
