Relic dust is not use to upgrade weapons with Riggs at least none of my weapons

Is anyone actually reading it? They doesn't say relic dust is used to upgrade weapons. "Upgrade Materials are items used to upgrade various items and gear such as Weapons, Weapon Mods, and more." It's talking about upgrade materials in general when it mentions weapons.
