      Maybe it's a reward from N'Erud or Ward 13. Those are the only wastelands I know of. They added quirks or new things to wear in Yaesha (DLC2, battle attire), and Losomn (DLC2 top hat and crown shroud), so it stands to reason it might be connected to N'Erud (DLC2). Why add new things to wear in each of the main areas to make you want to replay them but not do it for N'Erud?
