After some testing, This does not affect lifesteal, but affects passive regeneration from both the Regrowth trait as well as from other sources (Tranquil Heart Relic, rings, etc)
Tested with a 300 basedmg weapon, and 6% lifesteal. Self damaging and seeing how many 'chips' get regenerated from 5 shots. Base lifesteal should be 18hp per shot, but lifesteal math is broken and it regens nowhere near this much.
- With no bonus healing (trait or relic fragment) regen'd just under 3 chips of health bar
- with +20% fragment regenerated just under 3 chips of health bar
- with +70% fragment and triage trait regenerated just under 3 chips of health bar.
Even with lifesteal math being not obvious what the 'base damage' stat it's using is, a 70% increase should have been reflected by regenerating roughly 4.5 healthbar chips.
Tested with self damage and timing how long it took to regenerate 3 chips of a health bar, or how many 'ticks' it took to regenerate 1 chip
1.5% regrowth trait - took 7 regen ticks to regenerate 1 health bar chip
1.5% regrowth trait +20% relic fragment - took an average of 5 ticks, sometimes 6 because it wasn't a perfect 5 ticks per chip
1.5% regrowth trait +50% triage trait - took an average of 4 ticks, sometimes 5
1.5% regrowth trait +70% fragment and triage - took exactly 4 ticks per chip every time
same with the Tranquil Heart relic
base 2hp/s regen took about 2s per chip
+20% took about 1.6s per chip (math checks out)
+70% took about 0.6s per chip, hard to time that quickly but noticably faster
I would assume because it affects both the trait, and healing from equipment, that it would also affect healing from rings or amulets.
